How Rappahannock Area Community Services Board Gained Control Over Compliance

Rappahannock Area Community Service Board (RACSB), a Virginia-based community services organization serving more than 20,000 individuals annually across the greater Fredericksburg region, faced mounting challenges with training compliance, audit preparation, and manual administrative processes. Supporting a diverse population with primarily mental health needs, alongside developmental disability and substance use services, RACSB operates in a fast-growing service area where demand for care continues to rise.

With more than 1,600 overdue trainings and limited reporting visibility, leadership faced increased exposure to audit findings, potential citations, and preventable operational challenges — without reliable data to course correct. As regulatory pressures continued and audit demands increased, leadership recognized that their existing learning management system could not provide the reporting clarity or automation required to support compliance at scale.

“We were really living in a survival type of aspect when it came to training,” said Pam Lavallee, HR Specialist at RACSB.

RACSB reduced overdue trainings from more than 1,600 to under 1% of staff — and has maintained an average closer to 0.5% over the past year. This helped the executive team know the organization was at a lower risk for audit citations.

“When staff actively use the tools, it builds confidence across the executive team that the investment is working,” said Stephanie Terrell, Director of Compliance for RACSB.

At the same time, Relias’ advanced reporting tools and supervisor-level dashboards give leaders real-time visibility into team compliance. Instead of scrambling ahead of audits, supervisors can now address gaps as they emerge. This allows RACSB’s compliance conversations to shift from reactive audit preparation to proactive team management, supported by consistent, accessible data.

RACSB has significantly improved staff efficiency and engagement by leveraging automation within the Relias platform. Before implementation, administrative processes were highly manual — HR staff were responsible for assigning trainings, tracking completions, managing performance evaluations, and supporting supervisors with limited visibility into their teams. “It has freed up a lot of brain space… It’s allowed me to think bigger about what else we can do,” said Lavallee.
