Scaling Training From 2,000 to 10,000 Courses: How East Bay Community Action Program Grew Compliance and Capacity

With 500 staff members providing behavioral health, medical, dental, Head Start and Social Services to their community, EBCAP administrators found themselves working across several systems to assign training per respective regulations and track manually. “We would say to our staff, ‘We need you complete X, Y, and Z trainings by the end of the year while adding training links and PowerPoints, and requesting staff to inform HR when they have completed the trainings. Our HR person would then record and track the completed trainings in a spreadsheet,” said Paula Izzi, Project Manager at East Bay Community Action Program.

With Relias, EBCAP’s administrators can now assign and track training from the same platform their staff use to complete their training. This single, centralized platform has allowed EBCAP to deliver training in a far more effective and efficient way.

Delivering effective training to a large staff base

Prior to implementing Relias, EBCAP faced significant challenges in delivering consistent, high-quality training across its diverse staff specialties. Training requirements were not uniformly enforced, and in many cases, employees were simply provided with PowerPoint presentations to review independently. As Izzi noted, the process frequently resulted in a ‘check-the-box’ exercise limiting the potential for meaningful learning and competency development.

With Relias, EBCAP has vastly improved the number of courses provided to its staff as well as the engagement from that staff. In 2024, it assigned 2,303 courses. Through 2025, this number grew to 10,574 — a 359% increase in the number of courses assigned per year. On top of this tremendous growth, EBCAP’s staff have completed 80%+ of all trainings assigned over the last two years. As EBCAP looks forward to 2026 and beyond, they plan on further expanding their training offerings within Relias.

“The entire product I think is fabulous — our employees have benefited and will continue to benefit,” Izzi said.

Maintaining certification and compliance

As a 501(c)(3) non-profit organization, EBCAP’s ability to maintain compliance is crucial to their ability to bring in the grant funding that allows them to serve their community. Using Relias, EBCAP’s compliance team can track which staff members are in or out of compliance, and what trainings they need to complete to achieve compliance — all within the same platform they use for standard training. “The compliance officer… runs reports and ensures all the supervisors know where their employees stand,” Izzi said.

On top of that, EBCAP is working to become a Certified Community Behavioral Health Clinic (CCBHC). Relias’s solutions provide staff with all the trainings they need in order for the organization to qualify for CCBHC certification. “Our next step is to build and roll out the evidence-based practice trainings that are required to become certified,” Izzi said.
